This game is designed and balanced to be PvP as it is a MOBA. I'm not saying you should play, or that you would enjoy playing it, just make sure you know what type of game this is supposed to be as it seems like you are looking for game options that are not supposed to be a part of this game.

PvE, player vs environment (also known as player versus monster, or PvM in some communities), is a term used in online games, particularly MMORPGs, CORPGs, MUDs, and other online role-playing video games, to refer to fighting computer-controlled enemies —in contrast to PvP ( player versus player ). Usually a PvE mode can be played alone, with human companions or with AI companions.
Other MMOs that offer PvP and PvE also have this issue, for example WoWs PvE is excruciatingly boring to me but it’s PvP is good. The issue I have with WoW’s PvP is that gear matters and their balance is a mess which makes it have no competitive integrity (This may have changed since I last played but the point still stands) but game engine and game design wise it’s pretty good.
PVP stands for Player Vs. Player, while PVE stands for Player Vs. Environment. These parameters are used to describe the kind of game environment a player is participating in, especially in an online game. In the case of PVE, the player combats against non-players, or monsters to accomplish his tasks.
Wrong, PVE makes up most of the game, three whole areas are nothing but PVE and even in Cyrodiil where the FvF PvP it also has PVE. The devs have not really spoken about the other faction areas so it would seem to you that the game is a PVP mmo but it's far from just a PVP MMO.
Survival games have always had a strong PvE and PvP player base. Some survival games are better off played in PvE, in my opinion, because the community is better and instead of fighting each other they share instead. Now the chances of having a successful PvE survival game rely heavily on how much PvE content is available. Atlas and Ark both.
A PVP idle heroes are where you will be able to play or participate with other competitors and the competitors in PVP would be human beings and game held between the human players and the human players. And there can also be a PVE feature in the game marked as a PVP act to signify that the main focus will be on player versus player connection.
Delete PVP and we have no need of nerfs. I don't think you understand the purpose of nerfing and buffing. You say you play warframe (a game 99% pve) and yet it's still full of nerfs and buffs. You know why? Because it removes a meta and prizes variety. Just because pvp isn't a factor doesn't mean buffs and nerfs still wouldn't take place.
